The Coastal Hazards Overlay District Guidebook, written by Gavin Smith, Allison Anderson, David Perkes, Ryan Anderson, et.al. was completed in 2024. The book describes the process of modifying a traditional zoning overlay district (often used for central business or historic districts) to serve as a tool to reduce disaster losses. It is not intended to constrain coastal communities but to provide a range of design standards and planning techniques to fit different communities’ physical, social, economic, and environmental conditions.
